What did the High Court hold?

The High Court dismissed the instant appeal filed by the Revenue. The Circular stipulated a monetary limit of Rs.2 crore for appeals before the High Court. The Court noted that the proposed substantial question of law was kept open to be adjudicated in future appropriate proceedings. Any pending applications were also disposed of.
