35B and the right to file a revision under Section 35EE are, though dealing with the right to seeking redressal of an impugned decision or order from the superior authority or forum, is in fact, a piece of substantive law. Thus, the right to file an appeal and the forum prescribed to lay an appeal are substantive rights given
